This study examines the relationship between the absolute health urgency of protecting public health and thus protecting human life in relation to the value of public contract and thus the value of protecting the public interest.
It is dedicated to those who have been involved in logistics, either serving in health care structures, finding the balance between law, transparency and timely supply of health care material, or those who in the initial conception thought primarily about theoretical changes in the legislative framework.
